RFP-FEASIBILITY REPORT AND MARKET STUDY OF THE 14TH STREET BUSINESS DISTRICT

The Village of Elmira Heights Urban Renewal Agency is seeking qualified independent consulting firm for the purpose of conducting a feasibility study of the 14th Street Business District. We are looking for a partner who is experienced with planning and conducting feasibility studies. The plan should assess our current building inventory and potential capacity and make recommendations on a strategy to maximize our efforts to attract more businesses and the types of businesses that would be the best fit for our economic locale.A project budget, timeline and action items should be clearly identified.

A. INTRODUCTION, PURPOSE AND BACKGROUND/OVERVIEW

The Village of Elmira Heights, New York, located in the heart of Chemung County has always been viewed as a pass-through community with the two busiest roads in Chemung County running straight thru the Village. In addition to these roads, there is also an active railway that dissects the 14th Street Business District.

As the Village looks towards improving walk-ability, infrastructure, broadband, existing utilities, transportation, parks and the ability to provide consumers with a variety of shops, the consideration of having a thorough understanding of the potential impact is critical.

B. GENERAL INFORMATION AND SCHEDULE

This RFP has been issued on September 30, 2019. Questions and clarifications relating to this RFP must be directed to Julie Chevalier, Executive Director, Urban Renewal Agency, at –                                      julie@communityprogressinc.com . The last day to submit questions and requests for clarifications will be released on or before October 22, 2019.

Delivery of one (1) original and three (3) copies of the proposal, with original signatures, to the Village of Elmira Heights at the address below is due by 10:00 am on Thursday, October 31, 2019, at which time there will be a public opening in the Village Hall Meeting Room. Proposals recieved by the village of Elmira Heights after this date and time will be rejected, without exception. No provisions are made for extenuating circumstances in this RFP. Proposals shall b submitted in a sealed envelope marked “Feasibility Reprt and Market Study for the 14th Street Business District.”

C. EXPERIENCE AND REFERENCES

Proposals should include a list of 3 – 5 references for similar projects that your firm has completed.

D. PROJECT APPROACH

Please explain your project approach, style and process.

E. SCHEDULE AND TIMELINE

Proposals should include the proposed work schedule, timeline and deliverables resulting from the feasibility study. The contract is expected to begin in December 2019 and should ideally be completed by April 2020.

If unable to reach the above stated deadline, please state the below in your proposal;

F. COST

Proposals must include the estimated cost for all work related to tasks and deliverables outlined in the Schedule and Timeline.

PROVIDE BIOGRAPHIES OF KEY STAFF

Please include a summary of experience of all key staff.

H. REQUIRED DELIVERABLES

Findings summary

  • List of key stakeholders and their potential interest.
  • Key areas of the case for support that resonate or hinder.
  • Presentation of findings to stakeholders
